Employers in the manufacturing, oil, and mining industries that have at least 10 employees are required to pay wages at least twice a month and payment must be made by the payday at the end of the next payroll period. IRS Code Section 139 allows employers to make “qualified disaster relief payments” without paying income or payroll taxes.
