In 2006, a group of landowners filed a class action lawsuit against the State of Louisiana through the Louisiana Department of Natural Resources (“LDNR”) concerning the ownership of riverbanks in the Catahoula Basin. The Court then pointed to Louisiana Constitution article XII §10(C) and La. 13:5109(B)(2).
